Budget Goals and Strategic Issues: We are committed to providing the best possible service while maintaining a balanced budget within the department. This is accomplished by utilizing all resources available to purchase products and services at the best possible price, while insuring the quality needed to provide the best possible service to the taxpayer.
The Treasurer's Office has seven separate functions: collection of real and personal property taxes; distribution of monies collected to all taxing entities; making changes to the tax roll when authorized; submitting monthly reports to the state, cities, and the Board of Supervisors; holding an annual tax lien sale; maintaining tax lien records; and the accounting for the disbursement of 397 separate funds.
In 2006/2007, the office mailed approximately 245,429 real estate notices and 10,000 unsecured personal property tax notices. This reflects a net property value exceeding $1.5 billion. The taxes collected on these values is invested daily, earning a projected $4.5 million in interest for the county and its entities. Interest is apportioned to the average balance in all general funds for the county, schools, fire districts and entities.
This office is the control for the county check and balance systems. A Board of Directors administers all funds for each school, fire, improvement and special district within Mohave County. Each must keep its own records which must agree with the Treasurer's records.
In an average month, by Board order, the Treasurer processes and pays more than 10,000 different warrants for the county general fund, school districts, fire districts, college and other special districts. This office is presently the paying agent for bonds sold by all county agencies amounting to $73,756,558.00 outstanding at the end of fiscal year 2006/2007.
Each February, the Treasurer holds a tax lien sale for delinquent taxes. Our last tax lien sale was held on February 20, 2007 through February 23rd 2007, with 3,354 certificates sold amounting to $1,574,097.52. The tax lien sale was conducted via the Internet and increased the number of persons who bid on the liens.
Besides the Treasurer and the Chief Deputy Treasurer, the office staff consists of 26 full time and 2 part-time employees in the Kingman Office and Bullhead City and Lake Havasu City satellite offices.
The Treasurer is an elected official serving a four-year term and serves all residents of Mohave County. Arizona Law governs all procedures and processes of the Treasurer's Office.
